A “new beginning” is witnessed in Egypt in the human rights record. It is the right of every Egyptian, regardless of his guilt, to have a new beginning and a second chance during the era of His Excellency President Abdel Fattah El-Sisi. But the reality is much nicer and better, as I was invited by the Ministry of Interior to visit the Badr Center for Reform and Rehabilitation as part of a tour of jurists, diplomats and media professionals.
I thought that I was going to visit to open a developed prison, but in the end it is a prison, and the surprise was waiting for me. Five star hotels we dream of staying in.
I am not exaggerating or flattering. Everyone who visited the Badr Rehabilitation Center and Wadi Al-Natrun before it admitted that fascination in terms of attention to stones and people. The Badr Complex, which is affiliated to the community protection sector in the ministry, was built on an area of 85 acres according to the finest architectural systems and the use of modern technology vocabulary, and 12 public prisons will be vacated. To transfer its inmates to the center, in addition to moving 3 other public prisons after operation.
The tour included passing through the center’s facilities, which are the places designated for short-term inmates in addition to 3 rehabilitation centers, the medical center and the main reception building, the mosque and church, the court complex, service facilities, workers’ rest areas, inmates’ accommodation buildings, a multi-purpose playground, and exercise areas reception and visitation, training and rehabilitation center, bakery, laundry and boiler, and a nursery attached to the inmates training center.
The center also includes 3 sub-centers that have been prepared to receive inmates who spend short periods or whose circumstances do not allow them to work in the productive sites of the reform centers, where the focus is on their professional rehabilitation in various fields, and the refinement of their hobbies related to handicrafts and marketing for their benefit. The appropriate atmosphere in terms of ventilation, natural lighting, and appropriate spaces, in accordance with international standards, in addition to educational classes, a library, hobby classes, training workshops, and for the first time a women's health center equipped with the latest medical equipment and devices has been established.
It contains 175 beds, two operating rooms, a catheterization operating room, 18 intensive care rooms, 11 clinics, and 4 dialysis units. Public trial for inmates, achieving a safe environment for a fair trial in which the inmate enjoys all his rights, and saving the trouble of moving to the different courts.
Based on the directives of the political leadership, the second phase of reform and rehabilitation centers will begin in a number of governorates. A record will also be made for each inmate that includes a comprehensive research on his social and psychological condition and any changes that occur to it, taking into account maintaining the strict confidentiality of such research within the framework of protecting data confidentiality. As well as studying the personality of the inmate to know his tendencies and tendencies to determine the appropriate method for evaluating his behavior with the help of psychologists and sociologists, which qualifies him to positively interact with society after his release.
There is also special attention to female inmates through many different aspects of care, which are each of them keeping her infant until they reach the age of two years, and providing the appropriate climate and places to receive their children during visits to not negatively affect them from a psychological point of view, in addition to extending bridges of cooperation with civil society organizations to train them On the various crafts and skills, we witnessed angelic singing of the choir from the inmates, and we inspected the artists’ workshops in drawing and handicrafts, a summit of creativity and magnificence.
There is also attention to the disabled inmates of reform and rehabilitation centers, and plans for treatment, treatment and guidance in proportion to their health and physical condition. After the tour, I felt very proud of what Egypt had achieved in the field of human rights, and all thanks to His Excellency President Abdel Fattah El-Sisi Jaber Al-Khawatir, who is keen on the dignity of citizens Their lives are of all kinds, even the guilty, and the Ministry of the Interior is represented by its virtuous minister, Major General Mahmoud Tawfiq, who was keen on advancing details, mercy and civility throughout the rehabilitation centers and good treatment, and in the end I feel happiness, hope and justice.
