Major General Mahmoud Sharawy, Minister of Local Development, announced that the governorates will start implementing the third phase of the 19th wave today, Sunday (March 6, 2022) to remove encroachments on state-owned lands, in implementation of the recommendations of the State Land Recovery Committee in its meeting last January.
This is within the framework of the political leadership’s mandate to preserve state property, remove encroachments on it, and impose the prestige of the state on its lands, and within the framework of implementing the directives of the Supreme Committee for Land Recovery headed by Eng. Sherif Ismail, assistant to the President of the Republic for national projects.
Shaarawy pointed out that all governorates have completed the implementation of the third phase of the current wave of removal campaigns, in light of the continuous coordination between the executive bodies of the state, local units, and concerned parties throughout the day.

He stressed the need to adhere to the timetable for each governorate in cooperation with the concerned authorities from the units and state authorities and in coordination with the security authorities in all governorates to be committed to implementing it during the time specified for it in the current stage, with the governorates collecting the cost of removing the encroachment on agricultural and state-owned lands at the expense of the citizen infringer.
Sharawi directed the governors to continue to focus on cases of encroachment on the Nile River and waterways mainly, in coordination with the irrigation directorates, as well as cases of building encroachment on agricultural lands, stressing the executive bodies in the governorates not to allow the return of encroachments on state lands and agricultural lands and to pass on recovered lands to prevent encroachment on them Once again, especially on holidays and official holidays, while working to quickly remove any infringements in the cradle and taking legal measures against anyone who is tempted to tamper with state property.
He stressed that the President of the Republic is constantly following up on the file of removing encroachments on state property, agricultural lands, and building violations, and reports are submitted periodically to the Prime Minister on the results achieved in this regard, noting that the continuous follow-up by the political leadership to this file gives impetus. Great efforts of the governorates, law enforcement forces and security directorates in all governorates to implement the law firmly.
Major General Mahmoud Shaarawy explained that the first phase of the 19th wave started from 1/19/2022 to January 30, 2022, and resulted in the removal of 5146 buildings on an area of 916,000 square meters in all governorates, and the removal of 567 cases that were on state property lands over An area of 3827 acres, and the encroachments were removed by building on agricultural lands with 165 buildings on an area of 31 thousand square meters.
While the second phase, during the period from 2/6/2022 to 26/2/2022, resulted in the removal of more than 10,000 violating buildings on an area of 2.2 million square meters, and 1195 cases of encroachment on state agricultural lands on an area of 6905 acres. The encroachments were removed by building on agricultural lands with 284 buildings on an area of 61 thousand square meters.
Shaarawy added that the Operations Room and Crisis Management in the ministry is following up throughout the day for the results of the third phase of the 19th wave and coordinating with the governorates to overcome any obstacles and implement removals in coordination with the mini-operation rooms that were formed under the chairmanship of the assistant general secretary of the governorate and whose membership includes a representative from the Security Directorate and State agencies and property management in the province.
He referred to the coordination between the governorates and all executive agencies, security directorates and law enforcement forces to implement the goal of the current stage decisively and without complacency in recovering the state's right and addressing any form of infringement.
